Repairs hit the target. Voids turn round on time. Allocations clear within the standard. First-time fix is in the high nineties and satisfaction looks fine. And tenants are still ringing to ask what is happening. Across 352 landlords, "repairs completed within target" explains 12% of what residents feel about repair times, and the same targets run voids and lettings. The measures you were taught to run on say the service is working. The tenant's experience says otherwise.
